What is usually missing is not insight but capacity: funds, coordination, materials, technical help and someone to see the work through. Projects fail less often at construction than at maintenance.
So we work the other way round. The community identifies the priority, contributes labour and forms a maintenance committee before work begins. We bring capacity, standards and reporting — and we publish what happens twelve months later.
